Message sent by the application to read the current state of a Line Interface

Unit (LIU).

Description:

This message is sent to the board to read the current operating state of a Line

Interface Unit.

The user should always request a confirmation message. This will indicate

success by a status of 0 and will contain the current state in the parameter area

of the message.
